Report about the death of Veneranda Sanga - a little girl from Tanzania - in the Tanzanian Newspaper Thisday!

(We frequently reported about the girl, who did not find any mercy in the eyes of Lutheran bishops and churches from Austria, Germany and Tanzania. Their representatives did not find it worth to become active in order to protect the victims of criminal vices in their own Lutheran Church.
The European Lutheran Churches and the Lutheran World Federation in Geneva know since long about criminals and corruption of men in the cloth. These criminals are their brothers and colleagues in the service of Christ.
However, Presiding Bishop Dr. Michael Bünker from Austria, the ELCT Bishops in Tanzania, the Bishops of the Lutheran Church in Germany, the Secretaries of Lutheran Mission societies, who are partly deeply and personally involved in financing corruption and mismanagement in Africa since many years, did not protect the lives of the ones who were betrayed of their human right for treatment and health.
Veneranda appears to be another business object (as an orphan) and victim of theft and corruption in the Lutheran Church and some parts of the Government through its involvement in market monopolisation of Becton & Dickinson in Africa and elswhere)

VENERANDA Sanga, an orphan who lived with HIV/AIDS from Bulongwa in Makete District in Iringa Region succumbed to death last February. According to medical doctors at Bulongwa Lutheran Hospital where the girl was being treated, she died from opportunistic infections resulting from her deteriorating CD4 count which could not be detected on time.

Activists from ’Pima Ili Uishi kwa Matumaini' blame Veneranda’s death on poor treatment and care services being offered at BLH and specifically lack of effective CD4 counting machines as Becton Dickinson’s FACSCount machine maintains its monopoly of the local market. I last visited BLH last year when I found out that the hospital had two non-functioning BD FACSCount machines, one of which had broken down while the other was brand new and the American company’s exclusive agent in the country, Dar es Salaam based Biocare Health Products Limited was yet to fix it. I talked and witnessed how people living with HIV/AIDS were failing to get an update of their CD4 count due to lack of functioning machines. Makete District Hospital which had one functioning BD FACSCount machine was rendering services on a weekly basis to BLH’s patients.

Several people living with HIV/AIDS I talked to told me they had gone for over six months without an update of their CD4 count. Veneranda could have been saved if PIUMA’s CD4 count services with a German made Cyflow machine which were suspended from BLH several years ago were still in place.

The Cyflow CD4 Counter was allegedly ordered off BLH when PIUMA activists questioned loss of millions of shillings from Evangelical Lutheran Church in Tanzania’s southern and central diocese coffers meant to assist HIV/AIDS activities in the country worst hit district by the virus.

Experts blame Veneranda’s death on BD FACSCount Counters’ failure to detect deteriorating CD4 count in infants hence expose them to risks of getting opportunistic infections and possibly death. The sad story is that some officials at Ministry of Health and Social Welfare have crafted an unholy alliance with BD’s local agent, BHPL’s owner, Bharat Rajani. The relationship between Rajani and some senior MoHSW officials were described by former Chief Government Chemist, Dr Salum Madati, as questionable. These learned health experts at MoHSW who have used their knowledge and expertise to sabotage other imported technologies such as Cyflow not to be used in the country’s public health centres, are comfortably relieved when they hear death of innocent children like Veneranda. With a new Permanent Secretary in Blandina Nyoni at MoHSW, hopes are high that sanity will finally reign at this sensitive ministry being led by one of the country’s most distinguished medial doctors, Professor David Mwakyusa. The monopoly which BD and BHPL are maintaining in the country’s health sector particularly in the area of HIV/AIDS is not a normal thing and it needs to be probed by Fair Competition Commission and Prevention and Combating of Corruption Bureau (PCCB). Last week, the government of Venezuela’s anti-monopoly unit imposed a fine of $ 1.6m on the local unit of Becton Dickinson and Co. for abusing its position in the Venezuelan market. The International Herald Tribune reported that the office for the promotion and protection of free competition, Pro-Competencia, said Becton Dickinson Venezuela had refused to sell to its local authorized distributor, Inmunolab Lab C.A., chemical reagents used in its medical testing kits for HIV and AIDS patients. The report said since the US Company controlled a 100- per cent local market share for the FACSCount diagnostic systems used in the treatment of AIDS in Venezuela, the move by the US company put the local patients at risk. Indeed in Tanzania and as can be testified by Veneranda’s death, BD’s monopoly is putting tens of thousands of Tanzanians living with HIV/AIDS at risk because apart from delicate use of FACSCount machines, its reagents are also becoming more expensive and rare. Authorities at MoHSW should urgently address this issue of giving BD monopoly of supplying CD4 counting machines and reagents which is causing unnecessary death of toddlers such as Veneranda Sanga. We must borrow a leaf from Venezuela’s anti-monopoly unit and end FACSCount exclusivity by allowing competing technologies to be purchased and used by public health centres.

Becton Dickinson is providing CD4 Counters (FACS Count) to Tanzania and has frequently been in the public domain and many newspapers reported about allegations of poor scientific performance and corruption connected to the Ministry of Health of Tanzania concerning the procurement of these gadgets.

In Bulongwa Lutheran Hospital, where a well working CYFLOW counter of Germany's PARTEC was in place up to early 2006, the satisfying CD4 counting situation has been changed to worse since a FACS count replaced the CYFLOW and compared to previous days only about half of the CD4 counts are performed. This situation is deadly for many. According to latest international scientific publications, the lack of CD4 counts will lead to worse treatment outcome and unnecessarily early dead of People who live with HIV/AIDS

Gov’t slaps fine on US medical firm

The state’s antimonopoly watchdog said it was imposing a $1.6 million fine on the local unit of U.S. medical equipment maker Becton Dickinson and Co. for “abusing its position” in the Venezuelan market.

The Office for the Promotion and Protection of Free Competition (Pro-Competencia) said Becton Dickinson Venezuela had refused to sell to its local authorized distributor, Inmunolab Laboratorios C.A., chemical reagents used in Becton Dickinson’s medical testing kits for HIV and AIDS patients.
It added that since Becton Dickinson controlled a 100- percent local market share for these FACSCount diagnostic systems used in the treatment of AIDS in Venezuela, this move by the U.S. company put the local patients at risk.
“Pro-Competencia has decided ... to impose a fine of Bs.3,484,267,331 ($1.6 million) on Becton Dickinson Venezuela C.A., for abusing its dominant position and the practice of exclusion,” Pro-Competencia said in a statement on Friday.

Vicky Ntetema, BBC chief of the Dar es Salaam office wrote in the "Sunday Newspaper" in Tanzania a story about the death of HIV/AIDS patient Veneranda Sanga in Makete. The story is all about failure of the Tanzanian Government to controll criminal elements within the Lutheran Church of Tanzania. This faith based organisation is running public institutions, receiving public and international donor money on behalf of the poor, but can for the lions share of the funds not show how they are used.

Fact is that criminal Lutheran Church involvement killed patients and violated human rights by forcefully closing a well working health service and by stealing money from the poor. Since years neither ELCT nor donor missions are able to explain the situation and/or to show if their monies are used for the intended purpose and whether funds are accounted correctly. Up to date, nobody has been held responsible for the destruction of african societies by donor money. People die and the whereabouts of the funds are completely unclear. The involvement of German Lutheran Missions is obvious: Their representatives decide about the transfer and use of funds every year on the basis of mostly non existing accounts!
For that purpose they are jetting round the world.

They do not know and frequently obviously do not want to know how the donated money is used.

Sie war meine Patientin und wurde bereits zum Zeitpunkt der Geburt durch die Mutter mit dem HI-Virus infiziert.

Wir haben Veneranda im Rahmen des EAWM Programms, das auch hier auf meinem Blog und unter http://www.rainerbrandl.at/ beschrieben ist, erfolgreich behandelt und ein langes Leben war vorauszusehen. Das ist nichts Besonderes, wenn die Behandlungsrichtlinien eingehalten werden. Menschen, die mit HIV/AIDS leben, erreichen heute mit der Therapie oftmals ein normales Lebensalter. Dann wurde das Behandlungsprogramm von einer kriminellen Kirche http://www.elct.or.tz/ mit Gewalt unterbrochen und nie wieder in der gleichen Qualität wie Anfang 2006 fortgeführt. Der Grund für diese Handlung dürfte darin gelegen sein, dass der EAWM auf die richtige Verwendung, der auch von der Österreichischen Entwicklungszusammenarbeit zur Verfügung gestellten Gelder, bestanden hat und der lokalen Kirche den unkontrollierten Zugriff auf diese verwehrt hat. Offizielle Erklärung gibt es bis heute keine. (Vor allem bei den im LMC http://www.lmc.or.tz/members.html vertretenen Missionswerken ist es seit Jahren nicht üblich, die richtige Verwendung der Gelder durch die Partnerkirche zu belegen und laut internen kirchlichen Berichten gibt es für bis zu 75% der Diözesen und Projekte aus ganz Tansania keine korrekten Rechnungsabschlüsse)

Tatsache ist, dass sich monatelang und jahrelang niemand aus der Lutherischen Kirche um Ihr Schicksal angenommen hat. Obwohl bekannt war, dass sich ihre Laborwerte seit 2006 stetig verschlechtert haben und ihr Leben in Gefahr war – es ist mit Sicherheit ein völlig unnötiger Tod gewesen. Warum sie letztlich so rasch verstorben ist und welche AIDS Erkrankung letztlich zu ihrem viel zu frühen Tod geführt hat, wird leider vermutlich unklar bleiben.

Ein Akuttransfer in ein 50 km entferntes gut ausgestattetes anderes Missionsspital war leider erfolglos und konnte ihren Tod nicht mehr verhindern.

Persönlich denke ich, dass auch der emotionale Zustand der kleinen Patientin nach der gewaltsamen Aussperrung des EAWM Programms eine Rolle gespielt hat. Die Beziehung vom Behandlungsteam zu Patienten spielt gerade bei chronischen Erkrankungen eine große Rolle und entscheidet oft über den Therapieerfolg.

Ich habe Veranda im April 2006 sagen lassen, dass sich andere um sie kümmern werden und dass sich alles aufklären wird und sie nicht weinen müsse. (Ich dachte damals noch, dass die Kirche nicht so achtlos wäre.)

Ich habe mich damals bei meinen Beruhigungsversuchen getäuscht und es tut mir heute Veneranda gegenüber leid, dass ich ihr gesagt habe, dass „die Kirche" doch nicht so schlecht wäre und für eine gute gleichwertige Behandlung Sorge tragen würde. Sie hat es damals schon besser gewusst. So wie viele Menschen in Tansania, die immer wieder angelogen und unterdrückt werden, ohne sich wehren zu können. Sich auch gegen Pastoren und Bischöfen nicht wehren können, die mit viel unkontrolliertem Geld Macht ausüben können.

Die Immunzellen von Veneranda, die schon von Beginn an niedrig waren, sind seit 2006 offensichtlich stetig gefallen und nicht gestiegen, wie es unter der Behandlung zu erwarten ist.

Leider war das in der durch eine Achtsamkeitskampagne beworbenen Missionskirche http://www.mission.de/ nicht möglich, sich in der Folge für Menschen wie Veneranda einzusetzen - zu sehr ist man bis heute mit den eigenen Verwicklungen in den Spendenskandal beschäftigt. Menschen leiden nach wie vor unter Diebstahl von Spendengeldern und unter den Menschenrechtsverletzungen aus dem Herzen dieser Kirche. Viele Ressourcen werden nach wie vor von Missionswerken wie dem NMZ http://www.nmz-mission.de/fix/files/doc/StatementoftheEvangelicalLutheranChurchinTanzania.2.pdf und der Mission EINE Welt verwendet http://www.mission-einewelt.de/, um auf jene Menschen loszugehen, die sich für die Aufklärung der Kriminalität in der Kirche eingesetzt haben. Es wurde bis heute niemand für die seit mindestens 2005 bekannten Diebstähle zur Verantwortung gezogen.

Als die Klinik mit Gewalt geschlossen wurde und vielen HIV/AIDS Kranken aktiv die Behandlung verweigert wurde, hat Veneranda mit der Faust in ihrem Mund geweint wie ein kleines verzweifeltes Kind und gemeint, dass sie jetzt sterben müsse.

Nun ist Veneranda tot und die Bischöfe (auch Herr Bischof Michael Bünker aus Österreich - der seit Monaten über Veneranda informiert ist) sowie Missionsdirektoren, werden wohl weiter schweigen oder mit Transaprency International Seminare darüber abhalten, wo sie sich damit beschäftigen, ob die Korruption in der kirchlichen Entwicklungszusammenarbeit ein Problem ist.

Kriminalität und Menschenrechtsverletzungen werden sie nur dann erwähnen und öffentlich anprangern, wenn sie in anderen Sektoren der Gesellschaft oder an anderen Orten der Welt stattfinden und wenn Kirchenvertreter daraus irgendeinen Vorteil ziehen können und als Moralapostel dastehen können.

Traurig, aber ist so!

Veneranda ist nur ein Beispiel, aber ein besonders trauriges. An AIDS muss man nicht sterben, niemand!
