I appreciate a lot the comment from Vicky Ntetema - Asante sana !

I think her approach "No accountability, no funds" is right, but I think it should be completed by a campaign "publish, whom and what you fund".

I think not only the individual donors in Europe or Northern America should know, how and where their contributions are used, but also the civil society and the grass-root organisations should know, who is funding which partner in their country. Mutual accountability is needed - this means, that audited annual financial statements should be available for everybody. If NGOs, churches, missions are demanding more commitment from governments, they have to show evidence, who is benefiting from their activities - in the North and in the South.

thank you for your comments. I fully support what you are saying and I would like to ad that such initiatives supporting transparency in the aid business should be taken up by governments and supported by the independent media in order to make the whole civic society participating AND responsible.

This would help to foster development and would likely lead towards societies where the words "equality, solidarity" and "common wealth" would not longer stay as mere lip services in conferences and policy papers issued by NGOs, UN agencies, FBOs and governments whose representatives often directly benefit from the current (bad!) situation of not showing transparency and accountability, when it comes to their own structures. Many are out of control here. No structures for that. It seems some have a lot to hide and this leads to the effect that "help" sometimes does more bad than good.

The flow of information has to be increased.

It will certainly not help, if for example the Lutheran Church in Tanzania (ELCT) and their employees from partner missions urge the president and government of Tanzania to put more money to their hospitals ( http://www.lmc.or.tz/news.html )as long as half of the internal (!) ELCT audit reports from the different diocese for 2004/2005 (as long as they exist at all) are ranked as "qualified reports"!

It seems there is no external independent audit at all (which e.g is a routine for companies ranked at the stock exchange - they show more ethics here than do-gooders). Every request for more information concerning projects and programmes to ELCT and donors ("partner missions") are obviously taken as "interference from outside". This gives the impression that some FBOs have a lot to hide.

If one checks the ELCT and LMC homepages concerning projects and hospitals, this may lead to the conclusion that there is no accountability at all and a lot of homework has to be done before these FBOs can put a request to the government of Tanzania which is representing the people of this nation. ELCT has to proof beyond any doubt, that they are serving the development of the poor and sick instead of using them as a business to acquire more funds. They have to proof, that they are able to clear criminal cases like e.g. the fruads at Bulongwa Lutheran Hospital without any delay, instead of coming down at people and media who uncovered the frauds and theft of donor and government money (e.g. dead people on the pay role, tax fraud).


Im übrigen bin ich der Meinung, dass die zuständigen Missionssekretäre in Europa zurücktreten müssen und die Finanzgebarung in Europa und Tansania vollkommen offengelegt werden muss und Verantwortliche in Tansania und in anderen Ländern zur Rechenschaft gezogen werden müssen.

THE BULONGWA SITUATION:
In my opinion, we seem to be stuck at trying to expose the status-quo. We most likely are nowhere near changing it. There are some sparks of change, for instance, what the new Iringa lady-leader did in exercising the existing laws, and ordering some arrests.

We live in a global village when it comes to some media, especially, internet. TV media have also realised that, and do comb internet news sites and videos sites, such as UTube. This medium in particular, is cheap. We could utilise this medium for starters on communicating and compiling evidence on what some of you have experienced, seen, and documented.

We need to:
1. OUTING THEM. We have brave individuals such as JMbogela, Wema, ... who are first-responders to the plight of the masses in the midst of the problems of bureaucracy of protecting corruption at the expense of human lives. These individuals can, and in fact, some have already, collected evidence of these corruption. We need to have them photograph, video if possible, or at least, take video clips by using digital cameras. The approach has to be that of a sleuth whose goal is to build an ironclad case with written, pictorial, and with petition-style pages of signatures of witnesses of corruption or the results of it - such hospital closure to them. At first it will possibly be difficult to air in the mainstream media, so we use UTUBE and other similar popular sites. Having catchy names and/or first picture/clip will advertise well. We also can spread the relevant internet links, and especially to the European donors. Imagine a big-wig donor, who - yes is aware, but has been shielding... He gets to see a UTube pictorial evidence of his donations not at work, and evidence of sufferings. Some will react!

2. CONNECT DONORS TO SPECIFIC PROJECTS: Here, again in sleuth like manner, we find out what donation was advertised and received for what project. We compile evidence of progress or non-progress. We again post few brief clips on UTube, sent links to relevant donors. We also offer them to send all compiled written/pictorial evidences. We also inform them that, the story will be relevant to the community in which donations are collected, and as such we could educate those masses by approaching those community's TV media stations. We keep in mind that Western media, still can be attracted to a story which has ample pictorial evidences, especially, video - and is relevant to its viewers, whether be through donation collections, or otherwise. This isn't at all blackmail, it is an exposé. We educate those masses that, indeed, their donation is needed, however, it needs to be utilised according to their intentions.

3. CHANGE SHOULD COME with new crop of leaders, not the exposed ones. Implementing ideas such as discussed by all of you esteemed individuals (such as Mr. Muhingo and Ms. Ntetema), including our European friends (such as Dr. Brandl piece portrays)should be next, and carefully approached. I believe that they should be implemented with infusion of our beneficial traditions and customs in Mission statements and their execution. In such manner, Missions would show respect to the locals while helping along with them helping one another. In such manner, the nay-sayers and the instigators would not have an excuse of "colonialism..." nor call our European true friends, "Colonists".
